Notice from the Embassy and Consulate General of China in the UAE for China-bound Passengers

Per the latest requirements of the Chinese government on optimizing and adjusting the measures related to pre-flight testing for China-bound passengers, starting from January 8, 2023 (Beijing time), China-bound passengers from the UAE shall complete one PCR test within 48 hours prior to boarding a flight. Those with negative test results shall make a health declaration to the China Customs before travelling to China without the need to apply for an HS/HDC QR Code from the Embassy or Consulate General of China in the UAE. Passengers with positive test results shall wait until the result is negative.

1.Customs Health Declaration

  

China-bound passengers shall submit their PCR test results within 48 hours prior to boarding a flight through the WeChat mini-program Customs Pocket Declaration, the website (https://htdecl.chinaport.gov.cn/htdeclweb/home/pages/healthDeclare/declare.html), or Pocket Customs (掌上海关) APP to fill in the Exit/Entry Health Declaration of the People’s Republic of China.

2. Entry Quarantine

Passengers arriving in China by air shall complete the necessary customs procedures with the customs health declaration code upon arrival at a Chinese airport. Those with normal health declaration and no abnormalities in the routine customs quarantine can move freely in unrestricted areas.

3. Health Protection

For the health of you and others, China-bound passengers shall take proper self protection measures, wear masks during the travel, strengthen self prevention in public places such as airports, and cooperate with the airline for in-flight epidemic control.

4. Please contact the airline and relevant authorities of the place of entry for questions on health declaration to China Customs, verification of PCR test report, post-entry inspection, quarantine and health observation, etc.

5. The Embassy and Consulate General of China in the UAE will continue to adjust the epidemic prevention measures for China-bound passengers according to the epidemic situation. For any inconsistency between this notice and previous notices and Q&A on pre-flight testing and HS/HDC QR Code application, this notice shall prevail.
