Notice on Testing and Health Declaration Code Application adjustment before boarding from the UAE to China

From July 1st, 2022, the Embassy in the UAE has updated its requirements for testing and Health Declaration Code (HDC) Application prior to traveling to China, as below:

1. Testing requirements

All passengers boarding flights from the UAE to China (including long-term residents in the UAE, employees of Chinese enterprises, short-term visitors from China, and passengers from a third country) must take two PCR tests in the UAE: the first PCR test within 48 hours before departure, and the second PCR test within 24 hours before departure. These Two PCR tests should be taken at two different testing institutes in the UAE. The sampling interval must be greater than 24 hours.

2. Testing institutions

The Embassy will accept PCR results issued by testing institutions accredited by the local health departments in the UAE.

3. Flights to China

Passengers in the UAE may choose direct or connecting flights to travel to China. If traveling by connecting flights, passengers should perform PCR tests and apply for HDCs at both departure and transit cities.

4. Documents for HDC application

Passengers need to submit two Negative PCR test reports from within 48 hours and 24 hours before departure along with airline tickets with itinerary. Transiting passengers through the UAE need to also submit HDC screenshot issued by departure country.

If the second PCR test is taken in Abu Dhabi, HDC applications should be submitted to the Chinese Embassy in Abu Dhabi. If the second PCR test is taken in Dubai and other Northern Emirates, HDC applications should be submitted to the Chinese Consulate General in Dubai.

5. Requirements for high-risk passengers

a. Passengers who have been Covid-19 infected must take two PCR tests to show proof of recovery (The sampling interval must be greater than 24 hours) at least 14 days prior to HDC application date and start a 14-days health monitoring simultaneously after getting the second negative result. Those who show no symptom of Covid-19 during this health monitoring period can apply for the HDC as normal. 

Documents for HDC application: Two Negative PCR reports (proof of recovery), 14-days health monitoring form, two Negative PCR reports from within 48 and 24 hours before departure and airline tickets with itinerary. 

b. Close contacts, passengers with suspected Covid-19 symptoms and passengers having PCR results of presumptive positive (PP) need to start a 5-days health monitoring before applying for HDCs. If there is no abnormality or symptoms of Covid-19 during this health monitoring period, passengers can apply for the HDC as normal.

Documents for HDC application: Two Negative PCR reports (proof of recovery), 5-days health monitoring form, two Negative PCR reports from within 48 and 24 hours before departure and airline tickets with itinerary. 

6. Special reminders

Passengers who come to UAE and transfer to China need to have a Health Declaration Form issued by the Chinese Embassy in the country of origin. At the same time, they must also undergo corresponding PCR testing in the UAE and apply for a green code issued by the Chinese Embassy or General Consulate in the UAE. The above requirements are applied with scientific and flexible principles, in combination with COVID-19 virus characteristics. Our Embassy will dynamically adjust its requirements according to pandemic situations. Please also note that Etihad airlines have additional boarding requirements in terms of designated testing institutes, vaccination, and IGM test etc. 

We ask passengers traveling to China to self-monitor health conditions, stay tuned on airlines’ boarding requirements, take precautionary measures before and during flights, to ensure safe and smooth journey to China.
